Female Juveniles to Be Temporarily Housed at the Boyd Juvenile Detention Center

Staffing at juvenile detention centers has greatly improved since significant investments were made to raise the salaries of security personnel. However, staffing remains a critical issue at Campbell Regional Juvenile Detention Center due to the competitive local labor market. To better serve the female population, the Department of Juvenile Justice (DJJ) has proactively decided to relocate female juveniles to Boyd Regional Juvenile Detention Center until Campbell reaches full staffing status and new staff are trained.

DJJ is committed to ensuring that this change does not create any additional burden on local law enforcement.

Current Transportation Procedure for Female Juveniles

Law enforcement transports all female juveniles ordered detained to Campbell Regional Juvenile Detention Center located at 590 Columbia Street in Newport. It is the sole responsibility of law enforcement to return to Campbell detention and transport the juvenile to and from any court hearings.

Temporary Transportation Procedure for Female Juveniles Effective June 22

Law enforcement will continue as before to transport female juveniles ordered detained to Campbell Regional Juvenile Detention Center located at 590 Columbia Street in Newport. Staff will remain at this facility to accept any new intakes. DJJ will then handle the transportation logistics of transporting the females to Boyd Regional Juvenile Detention Center.

DJJ transportation branch will return the females to Campbell detention to meet law enforcement for any court hearings. However, if it is easier for your agency to drive to Boyd detention, please feel free to do so. Law enforcement will need to continue transporting the female juveniles to and from court hearings.

For some, transporting directly to the Boyd Regional Detention Center may be closer or more convenient. If you prefer to transport directly to Boyd Regional Juvenile Detention Center, you have that option during this time. Boyd Regional Juvenile Detention Center is located at 2420 Roberts Drive, Ashland, KY 41102.

The Campbell detention center staff will remain at the facility to accept new juvenile intakes and operate the female youth development center

Current Transportation Procedure for Male Juveniles:

When a male juvenile is ordered to secure detention by a court, officers should transport the male to the detention center assigned to your catchment area, as you have normally done in the past. This should be done regardless of the charge(s). DJJ is responsible for any further transportation based on classification.

Your officers should arrive at the detention center on the date of the court hearing for transportation to and from the court. If the judge orders further detainment, law enforcement should transport that youth back to the detention facility. DJJ transportation will then handle any additional transportation needs.

If a male juvenile is arrested and ordered to secure detention in the following counties: Oldham, Henry, Trimble, Carroll, Owen, Gallatin, Grant, Boone, Kenton, Campbell, Pendleton, Harrison, Bracken, Robertson, and Mason – the Campbell County catchment area – law enforcement transports the juvenile to the parking lot of the Campbell Regional Juvenile Detention Center located at 590 Columbia Street in Newport. Law enforcement should notify the Campbell detention center (859-292-6371) as they are en route to the facility so that the transportation unit can be notified in a timely fashion and decrease wait times.

After receiving custody of the youth from the officer, DJJ will transport the youth to the assigned male juvenile detention center. DJJ will verbally tell the officer which facility the male will be housed at until the initial detention hearing. Law enforcement will need to retrieve the youth from that facility for their court hearing. If the judge orders further detainment, law enforcement will need to transport the male back to their assigned detention center.

If a male juvenile is arrested and ordered to secure detention in the following counties: Lewis, Greenup, Fleming, Rowan, Bath, Montgomery, Carter, Elliott, Lawrence, Johnson, Martin and Boyd – the Boyd Regional Juvenile Detention Center catchment area – law enforcement transports the juvenile to the parking lot of the Boyd Regional Juvenile Detention Center located at 2420 Roberts Drive, Ashland, KY 41102. DJJ transportation staff will meet the officer in the parking lot to transport the juvenile to the Breathitt detention center. Law enforcement should notify the Boyd detention center (606-920-2085) as they are in route to the facility so that the transportation unit can be notified in a timely fashion and decrease wait times.

For any court hearings, DJJ will coordinate with law enforcement to meet in the parking lot of Breathitt detention center so that the officer can transport the juvenile to/from court. If transporting the male juvenile directly to Breathitt Regional Juvenile Detention Center is easier for your agency, please feel free to do so. Breathitt Regional Juvenile Detention Center is located at 2725 Highway Co., Jackson, KY 41339.
